Job Overview

The Holder of this role will be responsible for the day to day management of HSE personnel in all Field Locations ensuring that support is afforded to operational activities to ensure that operations are managed in an ALARP manner reducing risk for all personnel and facilities. He or She will Lead the HSE teams in the Field to support and advise operational and project field leaders and crews and contractors to ensure safe and responsible mobilization, execution and demobilization of contractors working for an on-behalf of DNO at Field sites towards compliance with legislation, DNO and internationally accepted HSE practices.

Key Responsibilities:

Risk Based Planning

Assist Project and Field and Erbil Management teams in the development of risk based HSE plans for field activities.

Manages Project and Operations ‘living’ risk registers with clear risk controls owned by risk owners in the line and corporate functions, arriving at a ‘go, no go’ register of controls needed to be in place.

Contributes to the definition of short and medium term HSE KPIs and provides the BU HSE Manger with ongoing evidence of compliance.

Guides Development and Implementation of interventions where performance deviates from plans applying the ALARP principal.

Ensure the HSE plan is integrated into the BU 90-day plan and project plans such that HSE deliverables are accounted for in the overall schedule. This will require close cooperation with line and functional roles.

Building organizational capability

Responsible for maintaining adequate numbers of HSE personnel on site by accurate rota management and for assigning SME personnel to worksites according to risks inherent at the time as agreed with Field Senior HSE Advisors.

Responsible with the BU HSE Manager for the building of a national HSE team with internationally accepted competence levels according to the HSSE Competence framework of DNO

Sets Annual performance KPIS and ensures effective mentoring relationships are in place for all National Staff with Expat mentors.

Identifies, Develops and Ensures HSE Training requirements for non HSE Personnel in conjunction with Workforce Development and BU HSE Managers

Custodian of the site HSE training matrix working jointly with Field management Teams to ensure compliance with training and competence goals.

Responsible for effective induction of Contractor and DNO Staff.

Emergency management

Works with ER Superintendents and Field Managers to Develop and implement relevant DNO Emergency Management Plans.

Ensures resources are appropriate and available.

Accurate and honest reporting

A champion for the use of the DNO reporting system, Synergi, and monitoring of quality close out of actions on time.

Delivers the weekly report to the BU HSE Manager Erbil regarding site HSE activity highlights

Ensures investigation of incidents according to DNO Standards and supports investigations on site.

Contractor HSE Management

Ensure full compliance with the Contractor HSSE Management Standard working closely with Contract Owners, Holders, Site Responsible Personnel

Maintains an active review process of Contractor performance and advises SCM of non-compliance to contract.

Agree contract risk ratings, risk registers, questionnaires, undertake evaluations of contractors with verification audits where required and ensure gaps in compliance by contractors are understood and controlled before they kick off work.

Conduct contractor management meetings where required by Standards and to rectify identified performance issues.

Assurance

Works with field management team and HSE Compliance Team in Erbil to develop and deliver a documented field based audit and review program (using external resources where agreed) in addition to informal site HSE inspections and walk arounds.

Leads Line Management LSR Walkaround program actively coaching line management.

Communication

Leads Safety meetings, lessons learnt, investigation reviews, weekly incident reviews

Attends Field Management planning meetings to ensure HSE is part of the conversation

Required Qualification & Experience:

15 years HSE experience with at least 5 years spent in a Managerial/Senior Supervisor Role

Relevant engineering/science degree / Diploma in Occupational Health & Safety.

The role reports to BU HSE Manager and is based in the field. The duration of the role is temporary in nature and will be valid until end of February 2021. Work schedule will be rotational type i.e. 28 days on / 28 days off.
