CONTEXT:

Médecins Sans Frontières-Holland (MSF-H) is a private, non-profit international humanitarian organization dedicated to providing medical assistance to populations in crisis, without discrimination and regardless of race, religion, creed or political affiliation.

MSF-H is currently recruiting for a Country Laboratory Manager, for Kirkuk project and all mission location.


Accountabilities

-Support medical team in Set up of new MSF lab where is needed. This includes preparation of list of lab equipment and reagents, installation of lab equipment, and training of lab tech

-Developing and updating laboratory standards operating procedures for the tests done in all projects of MSF Holland in the country.

-Ensure lab tech follow SOPs in all supported projects, to ensure quality and safety during testing.

-Provide technical support to the lab technicians in all MSF Holland projects available in Iraq by conducting regular visits, and ensure staff performing the tests in point of care testing trained on the tests available.

-Assist HR in recruitment of lab technicians in projects, training, coaching, supervision , and evaluation

-Provide training, refreshers, and supervision to the lab tech and staff involve in laboratory testing activities.

-Ensure internal quality control for biochemistry and haematology test done on daily basis/LJ chart are plotted, and external quality control with ASQUALAB done monthly, and all results are within acceptable limit.

-Provide technical support to DOH lab/Hawija Hospital staff to ensure quality control done, and ensure quality of tests for BMONC/CMONC done correctly.

-Support blood bank in DOH/Hawija, to ensure the quality of the tests meet standards, and blood units are safe for transfusion.

-Maintain communication with external lab/referral lab, ensure quality done as in MSF lab

-Ensure lab tech perform preventive maintenance of all lab equipment as per SOPs, and calibration done regularly

-Participate in preparing medical international order/IMO for laboratory consumables/supplies, and prevent rupture

-Ensure monthly lab reports done, maintain communication with Medical team leader, medical coordinator, and lab advisors, provide challenges and suggest for improvements.

-Ensure all laboratory data are submitted in HIS

-Ensure laboratory safety and hygiene precautions respected in all MSF lab.


CONTRACT DETAILS:

6 months contract with possibility of renewal(full-time: 48 hours / week).

Intended start date: ASAP

Location: Kirkuk and all mission location, 80% based in the field.

Person has to be available at all times and be ready to travel to other locations decided by the mission.


SKILLS AND QUALIFICATIONS:

Education• Essential laboratory technician degree, desirable specialization or training in medical laboratory domains.

Experience• At least two years experiences as lab tech in hospital setting or teaching laboratory.

•Experience in RDT, ELISA, blood bank transfusion, biochemistry and hematology testing and quality control. Good Excel skills.

Languages• Fluency in both English and Arabic

Knowledge• Essential computer literacy (word, excel, PowerPoint and internet)


Competencies Experience:

•Essential: experience in management or coordination of a laboratory.

•Desirable: experience in teaching of practical courses.

•Essential: experience in clinical chemistry and haematology.

•Desirable: experience in blood bank management

•Desirable previous working experience with MSF or other NGOs

Knowledge

•Essential: Strong technical knowledge in biochemistry and other basic laboratory tests

•Essential : quality control and biosafety procedures

•Essential: Ability to organize and prioritize workload, and work relatively independently

•Essential: Good inter-personal and communication skills.

•Ability to relocate and travel within the country frequently.

•Commitment to MSF principles
